Garage suites — sometimes called garage loft suites or carriage houses — are one of the most-asked-about features in Edmonton custom home builds right now. The appeal is obvious: rental income, in-law suite, home office, or housing for adult children, all on your own property without giving up your garage.
But garage suites come with rules, costs, and design constraints that aren’t obvious upfront. This post covers what you need to know before you start designing one into your build.

What Is a Garage Suite?
A garage suite in Edmonton is a self-contained secondary dwelling unit built above or beside a detached garage — with its own entrance, kitchen, bathroom, and sleeping area. It’s distinct from a basement suite (which is below the main home) and a garden suite (which is a standalone structure not attached to a garage).
Edmonton’s zoning allows garage suites in most residential zones — but with specific requirements that affect how the garage and suite are designed.
Edmonton Zoning Rules for Garage Suites
Where they’re permitted
Garage suites are permitted in most low-density residential zones in Edmonton (RF1, RF2, RF3, and some RF4 zones). Check the specific zoning for your lot — not all zones allow them.
Lot size requirements
Your lot must meet minimum size requirements to accommodate both the primary home and the garage/suite structure with required setbacks. Generally, lots under 280 square metres (about 3,000 sq ft) will struggle to accommodate a compliant garage suite.
Garage suite size limits
In Edmonton, garage suites are generally limited to a maximum floor area of the lesser of: 40% of the main dwelling, or 75 square metres (approximately 807 sq ft). The livable space must be above the garage — the ground floor must remain functional garage space.
Height and setback requirements
Detached garages with suites must meet height maximums (typically 6.5–7.0 metres depending on zone) and rear/side yard setbacks. Alley-access lots often provide more flexibility on placement.
Parking requirements
Even if you’re adding a suite, you must still provide the required parking spaces for the primary dwelling. In most cases, a double garage below the suite satisfies this requirement.
How Much Does a Garage Suite Cost to Build?
Building a garage suite as part of a new custom home build is generally more cost-effective than adding one later. Here are realistic cost ranges for 2025:

Permits and Registration
A garage suite in Edmonton requires both a development permit and a building permit. There is no exemption for small suites or “temporary” arrangements.
- Development permit — confirms the suite is allowed on your lot and meets zoning rules
- Building permit — covers the structural, mechanical, and life-safety requirements of the suite
- Secondary suite registration — after construction, the suite must be registered with the City of Edmonton to be legal for rental
Total permit timeline: 6–10 weeks from application submission to approval, in most cases. Plan for this in your build schedule.
Mechanical and Life Safety Requirements
A garage suite must function as a fully independent dwelling. That means:
- Separate electrical panel or sub-panel for the suite
- Independent HVAC or dedicated heating for the suite space
- Full plumbing rough-in: kitchen, bathroom, and laundry connections
- Fire separation between the garage and the suite (1-hour fire assembly minimum — this affects the ceiling of the garage)
- Separate exterior entrance — the suite cannot be accessed only through the garage
- Interconnected smoke and CO detectors between the garage and suite
These aren’t optional. They’re what makes the difference between a habitable legal suite and an unpermitted space with serious liability exposure.
Design Considerations Specific to Edmonton
Edmonton’s climate creates a few specific design considerations for garage suites:
- The suite floor (above the garage) requires proper insulation to prevent heat loss into the unheated garage space. Minimum R-28 in the floor assembly; higher is better.Insulation spec:

Is a Garage Suite Worth It?
That depends on how you plan to use it. For rental income in Edmonton’s current market, a legal garage suite can command $1,200–$1,800/month depending on size, finish, and location. At $150,000 in construction cost and current market rents, the suite can pay for itself in 8–12 years.
For non-rental use — in-law suite, adult child, guest suite, home office — the payback calculation is different, but the flexibility value is real and reflected in the resale value of the property.
The one scenario where it’s not worth it: building a sub-standard, unpermitted suite to save money. The liability exposure, insurance gaps, and resale complications are not worth the savings.
